The OS reserves the rest for its own use.

With Windows XP, the OS limits you to as little as 2 gigs per process by default, and the boot.ini file has to be edited to get up to the 3.25 gig ‘limit’. Most applications written for Windows XP, such as SH4, are only able to address approximately 3.25 gig of your RAM (computer dependent) – if they were written to do such.
MUST HAVE SILENT HUNTER 5 MODS PATCH
The NTCore 4GB Patch, or the one available from privateer on SubSim’s download page as Win XP 4 Gig RAM Patch will work in 32-bit versions of Windows, but you will need 4 gig of RAM for it to do you any good. If you have a 32-bit version, or only have Windows XP, then you most likely cannot use LAA. The same applet can be used with Windows Vista, 7, 8 and 8.1 with minimal alteration, so long as you have a 64-bit version of the Windows OS.
